James Biscan, Ed.S., PPSC, proudly serves as a Program Manager and Parent Support Specialist with FINE Infant Program. He actively coordinates and supports practitioners covering the Inland Empire and Tri-County regions. James eagerly visits families involved in learning evidence-based interventions aimed at promoting positive change, while catering to each families’ unique social-emotional abilities during their children’s first 0-3 years. James also participates in Community of Practice group meetings with renowned professionals from across the nation where he empowers reflective growth of practitioners entering the field of Early Intervention. James’ experience spans 19 years in the fields of Special Education and Early Intervention. He graduated from California State University, San Bernardino, Cum Laude as a double major, double minor earning a BA in Human Development with minor in Early Child Development and BA in Psychology with minor in Special Education. In 2021 he completed a 3-year graduate program earning an advanced degree as Education Specialist in School Psychology and California credential in School Psychology. James strives to provide the highest quality of compassion and care that aims to surpass parent and caregiver expectations. He continuously seeks learning opportunities for professional and personal growth and is truly dedicated to the lives of children and families with special needs.
